I got some great Cordura shoecovers from MEC. They go on with velcro so they're fast and simple to put on and take off, unlike zippered neoprene covers. And they keep my feet warmer even when it's dry out, because they close off the venting in my shoe and add a little bit of insulating air space.

I may be weird, but when its just a little chilly, maybe in the 40s, upper 30s.
I wear a thin pair of smartwool socks, and then put in the "toe covers" then put on my shoes, keep toes really warm and with the thin smart wool socks, not TOO tight to cut off circulation
When I was a poor college student, we did the same thing with "saran wrap" just covered the toes, put the shoes on... Keeps the toes warm, lets the foot breath...

Try some Toasty Feet insoles. They help insulate the bottom of the foot from the cold being conducted up through the shoe from the pedal/cleat.
BTW - nobody in my group would agree that toe covers keep you as warm as shoe covers. Nobody.
