Winter Tires for Velocity Deep V rims?

I have read that these rims can handle up to a 28cm tire... is this sufficient for wet/winter riding?

mm, cm and mm are way different, it's 1 1/8inch compared to 1ft.

are you expecting any snow, slush or ice?
Food for thought: if you aren't dead by 2050, you and your entire family will be within a few years from starvation. Now that is a cruel gift to leave for your offspring. ;)
