Size of Unpadded Tights

In order to avoid the annoyance of ordering two pairs of tights (and then returning one) to figure out which one will work, I was wondering whether to buy unpadded tights in the same size as my cycling shorts or one size larger to accommodate wearing shorts underneath?

I buy my tights in the same size as the shorts. There's not enough bulk to the shorts to bring the tights up a size.
