Framesaver on a used steel bike?

Framesaver on a used steel bike?
Is it worth having this put on a used steel bike that's already been through a New England winter? I'd be using it as my rain/winter training bike and commuter.
Will it still be effective after a bike has already been exposed to the elements? Also, is it even worth paying an LBS to do this?

it never hurts.
you can do it yourself, but you'd have to take out the BB, fork and seatpost.
You can either use linseed oil, which is nice and non-toxic, or you can buy some rust inhibitor from the automotive store.

Why not? Did the previous owner treat it? If I bought a used steel bike, I'd tear it down completely then apply the framesaver. Like a previous poster recommended, linseed oil is a cheaper alternative. No real need to get the Weigle framesaver spray from the LBS. Also, don't pay the shop when you can do it yourself.

I don't think the previous owner treated it with Frame Saver. The outside of the frame has a few scratches from bike racks and one spot that's showing surface rust. I'm not sure what things are like inside the tubes, but I'm preparing for rust in there just in case. Sounds like it's still worth putting Frame Saver in even if there's rust, as it may prevent further damage.
