You need a 1940 CCM coaster bike / cruiser frame that has had a second top tube brazed in to start with... would need to hand build some 27 inch wheels around vintage hubs, find a repro CCM chromes fork, flip some north roads so you could wrap and shellac them, source out a vintage leather saddle, and then harass the lbs to get you the right 1/2 inch road pedals (I'm still waiting for these).
