I'm guessing a boom period De Luxe or Special from your description - 1969-1974 or thereabouts. Are the fork ends and rear drop-outs chrome or painted? Deluxe was painted (although the fork was fully chrome underneath) while the Special was chromed. There was also a 1st generation Gran Turismo that was similar to the Special but not as common. I believe all of those models used chrome plated steel 27x1 1/4 rims manufactured by Dolomiti in Italy at one point or another. Dark blue, known as Bottecchia Blue in the catalog, was a common color. In excellent condition you could probably sell one of those for $300 or so but what you discribe sounds like it needs a complete restoration which would cost a lot more than that.
