Bicycle pricing has not mirrored inflation. A comparable bike to what sold for $100 back in 1970 would sell for a little over $100 now. Its a combination of the big box retailers (Walmart) pushing pricing down, and the flood of cheap bikes from China.

A $700 new bike now would have much better components than the Fuji S10S: brifters, better wheels (and 700c), lighter weight, carbon fork, alloy or carbon seat post, etc.

I really like Fuji bikes, I have had six this year including two S10S and a S12S. For $70 or $40, these are nice finds. The OP version does appear to show signs of serious neglect, which can make rehab more difficult and more costly. I paid $30 for a S10S earlier this year in similar distressed condition. But it was a 19 inch frame (highly marketable), which made it a nice flip. And it was black in color, which is the easiest color for touch up and spot rust treatment.
