That would not have lasted here for more than a day or two. I'd inspect the top tube and down tube for damage. If none, buy the bike. I just saw a nice chrome Colnago fork on the local CL for $75 (asking) three weeks ago. Nothing wrong with Shimano 600. It was fine for everyday riding, fine for racing. Do you really want the bike though, as you sound a little luke warm about Italian bikes? Offer $125 knowing it may take time and dollars to put her right.
Also, I think it is fairly easy to find 600 components. A riding buddy just bought a complete gruppo for $90 to put on his Cross Check.

There is a used Thomson seatpost ($30), a used Rolls saddle( $15), used Cinelli bars,Model 64 I think/1a stem ($40) at a local shop for $85. You can't have these, cause I'm buying them. Deals are out there with patience.
Tires at PBK. Choose your flavor for another $80.
Add it up, not such a bad ride for a little scratch.
