Yes. Phil Wood made them. I have them in 3 of my 1970's and 1 in an early 1980's bikes, and they still work well today.
Both my '83 Klein and my '73 Lambert came with cartridge bearings pressed in the BB shell. The idea is not so new. You might even say that cartridge bearing BBs are vintage, if not classic.
