Looks a bit like the Kestrel 200 series, but KtotheF would have said so, and it would have been red, I believe.
During that era, Trek's OCLV, the Kestrel's, and some others were into that "airflow" type of frame, so it could be one of those companies that tried and failed to stay around, or a Chinese knockoff of that type of frame.
Without any more info than that, the starting price should be about half that.
