200 does not sound too bad. I would offer him 175, explaining that a seat of some kind will cost you 50 or so. Unless you really like cheap 'clip and strap' pedals I would not worry too much about them. unless I felt compelled to test ride it I could care less if a bike had pedals as I would change them to SPD style anyway.
