$75 to $100 would be a steal around here for a complete bike. So if you are buying to flip, that would be a nice acquisition price.

The bike all cleaned up and ready to ride would have no trouble selling for about $225 around here ($250 tops). I have had a couple of 1986 Preludes in the last year, that had nice Suntour Cyclone components. The 1989 had 700c wheels, a big plus over the 1986.

Back then, sizing came in two inch increments. So the next size up from a 23 inch is a 25 inch. So unless you are pretty tall, the 23 may be the closest you are gonig to get with this model.

The Prelude is the lowest of the Tenax frame bikes by Schwinn. I would consider all of the Tenax bikes to be really nice, somewhat underappreciated. I have seen Varsities and Continentals go for close to the same price around here.
