I'm glad I could help you invision. Yeah, you should check to see if your rear wheel is centered in the dropout evenly, that could definetly be the problem like bmexican said. If that's not it, check to see if the brake pads are low enough in the adjuster slots so that they won't touch the tire (the tread) but high enough to touch evenly on the rim on both sides. Either of those could be your problem (or maybe both).
