You will see that in the 40's and 50's many fixed gear road bikes ran dual brakes for single speed descents but they would have been mounted as road brakes and not cross levers.
Briek Shotte won the 1948 Championship and was a very highly rated racer in his day having won the World Championship twice (in the professional classification) in '48 and '50, finished second behind Bartali in the 1948 TDF, in addition to many other notable wins.
He is one of Belgium's national heroes.
