Sizing a compact frame sight unseen

I've finally settled on a Kona Sutra frame as my new ride. The problem is that I need to buy it sight unseen. It is being brought over from the States for me. I'm having trouble getting my head around the Kona compact sizing. Their mesurements seem a bit strange compared to other bike companies. If I'm reading the chart correctly it seems that the top tube is messured from the rear of the seat post to the point where the top tube and the head tube meet. I find all of this rather confusing.

My question is this: What do you think would be better given that I'm putting a flat bar on this frame, a Kona 58 or 60cm? My biggest consern is top tube length. My mesurments are as follows:

Height 182 cm
Cycling Inseam 89.6cm
Pants Inseem 32"
Weight 82kg
Arm length 63.5cm
