Running counter-flow is traditional, but I'm not convinced that it's safer. Back in my road running days every close encounter that I had was with right turning motorists who didn't look in the direction I was coming from. Whether you're on a bicycle or running, if you're going counter-flow, you are approaching every intersection, parking lot exit and driveway from an unexpected direction.
