Looks like the frame and the fork are Ishiwata Mangy:
Magny is not a very commonly seen Ishiwata tubing this side of the Pacific, and unlike the 019, 022 etc CroMo tubing material is a Manganese alloy (nothing to do with aluminum, btw
) and double butted, very much like Reynolds 531 (as a matter of fact, when Trek used Ishi tubing for their bikes in addition to Reynolds, a lot of their 531 frames had Magny stays.) Not quite 531, but higher quality IMHO than the later Tange superset (900 and 1000 mix) Bianchi Sport SX frames.
