On pavement, it doesn't matter, much. In dirt, it might. But dirt riders often mount the front and rear tires so the treads point different directions. In general, you want good traction to accelerate with from the rear tire, and good braking traction with th e front, which apply force to the ground in opposite directions, which means the tread should be different.

I have the 700x28mm gatorskin and it says the recommended tire pressure is 95 psi and max is 125 psi. Is topped off consider at least recommended psi or max psi?
I don't know what you weigh, but given this is the clyde forum, I'd go for near the max. If it's too bouncy, cut it down a bit.
