Those bikes are very simple, and you can judge based on looking closely for dents, rust, missing stuff, and by taking a little ride - is it quiet, do the brakes work, feel sprightly, is the saddle ok, does it turn the same way in both directions. If the $75 rides decently, it's a steal.
