Actually, No they don't. John Schlitter, BAF last years winner was riding a Bacchetta AERO HighRacer. It sports 660 wheels. His team as was allowed to start with the regular USCF and compete head to head. Very unusual. John finished 4th and there were 3 other team members in the top 10 finishers.

I'm not an advocate of mixing recumbents and traditional road bikes. I am an advocate of seperate but equal events. There are not many former racers like me in the recumbent venue. There are some and they see the inherent safety issues of a mixed mass start.
