Which taller Nitto are you interested in? The Cinelli quill height is about 7 cm above the insertion mark, the Technomic Deluxe is about 11 cm, and the Technomic is a huge 18 cm. If you only need to go up a centimeter or so, hmmmm, this is not the solution for you. Plus, a reach change from 130 mm to 50 mm is huge. Are you sure you need such drastic changes?

On small frames (53 c-c or less) the Technomic definitely creates a "giraffe effect," where the exposed length of quill is much longer than the head tube is. It's not so bad with the Technomic Deluxe, however. I have that on a few bikes in the 52/53 c-c size range. Will work on pics.
