Over on supertopo, Hossjulia, who works at TPR (Tioga Pass Resort) says she thinks they are opening the pass today. Sounds like services might open a lot later than the road, but you can just go all the way over if the camping isn't open.

Also, earlier someone suggested camping at Hogdon Meadows, there are a couple of campgrounds some way up Tioga - White Wolf is one of them - that are a better on-the-way option. I *would* carry a water filter on this trip, if only just for the tioga road day, if the power is out the water is out, but there are lots of streams & lakes you can filter from.
