Going 17 to 20 m/h uphill already sounds like a lot to me, too.
Not trying to offend you as you might just be out of my league, but are you sure your speedometer is correctly adjusted there?
My averages are about 18,5 m/h overal ... let's say about 14 m/h uphill on normal hills and 30+ m/h on descents ... this for 10 to 20 mile rides only though. The fastest I ever went downhill yet was a bit less than 50 m/h and that was going down a pretty steep hill.
That was coasting down a very steep hill, my average is way under yours, maybe I worded my post wrong..
