Have you tried using the slot on the back of the nipple to turn it? If the spoke head is poking into the slot, you may need to notch a flat head screw driver to turn it. Alternatively, you could loosen several spokes on the opposite side of the rim until the problem spoke has very little tension. That may help you turn it easier.
