I'd apply some heat to it and then turn it. It has worked many times for me on other people's wheels. If this doesn't work, put a vise grip on it and turn it, if the spoke snaps, doesn't matter, your replacing it. Using a dremel your most likely going to cut into the threads or the spoke.
