I have a 35 inch inseam. I generally ride 60cm or 61cm frames, but I have one 58cm that has slightly different geometry and fits fine. I'd be surprised if you couldn't tweak a 60cm frame to fit you, but it's impossible to offer definitive advice without seeing you on the bike.
