Minneapolis started a program about a month ago, and it seems to be a great success.
http://www.niceridemn.org/ There are about 1000 bikes and I see people riding them everywhere. I would definitely consider using the program, except that I usually have my own bike available. Also, the bikes look to be sturdy and utilitarian, but not a lot of fun.
