Landis is not being charged with fraud because it was Armstrong who committed the fraud, tampering, theft of governmental funds during their time on US Postal Team. Plus, as much as it's going to cause a lot of buttocks hurt amongst the Armstrong supporters, Landis has more credibility than Armstrong.
