As for the scratches, I hope you have luck getting them out. Sandpaper may not have been the right way to go. Perhaps eBay for a new fork?
Also, that bar tape is smooth. I've only seen one brand of gradient style bar tape and from what I knew, it wasn't made any longer. The company I knew of made Pelton Shade Tape (by Ciclolina). Is that the same stuff? If not, what is yours and where did you get it?!
