I have gambled ( they call it gameing nowdays) in that town. Nothing but nothing in that town would be in danger if a cyclist would ride on the streets.
They are not smart enough to do a promotion and have cyclistd roll up from Golden and have a party.
If you don't know what the place looks like google maps it and see for your self. they could easily route cicyles anywhere they would like.

The only really bad part was the road to Central City ( but that was in the mid 1990's)
Pass a law they cant have HVAC in town
