My downtube has welded cable stops but no provision for barrel adjusters also. Use in-line cable adjusters if so desired. My bar end shifters require only occassional tweeking at the rear derailleur only and none at on the front derailleur since it's friction, therefore I use no other cable adjusters except for that barrel adjuster on the rear derailleur. Of course, I have to get off the bike to make any adjustments. But I don't think your friend wants to do that on his tri bike.....he'll want to tweek his derailleur on the go........therefore, install in-line cable adjusters. Most LBS's should have them laying around. They come with STI packages and some mechanics don't use them.
