I'm not sure exactly what you're asking but, yes, you need SOMETHING to stop the cable housings on the downtube. If you have downtube brazeons, then you can get cable stops that fit over these and give a clean look and adjustability. Search for "downtube cable stops" on eBay, should be ~$10. I found some for free at a bike swap meet...
