Ok I did the the magnet test and it pulls everywhere strongly, so I would assume this is all steel. Also the frame is a 23"

Cool. I have seen guys that can hammer metal into that shape, lots of work. I am sure there is brass and or filler at the tangencies of the transitions. Frame size helps, a popular size. Looks like its wall art right now.
