I was noticing that, too, one on each lug. "Get that frame off the jig!"

I've seen epoxy coatings wreek all kinds of havoc on wooden boats. People think the boat is sealed once and for all and in a year every joint has a water filled blister growing around it. A bike frame is a more homogenous unit but i can imagine stuff getting under there and festering unseen.
