I commute on this and would be very interested to know. How many times a year do they do this count? Seems as though a count in the summer time would give better results too.
I didn't notice anyone counting on the part of the Interurban that I ride.
I believe from past conversations that the timing of the count is intentional, they want long-term transportation numbers, not inflated fair-weather rider numbers from summer. If they counted in late July, their numbers wouldn't be very credible when legislators look out the window at winter rain.
