Yes, that's what he means.

Shift a lot. It'll soon become smooth like butta. After riding and shifting through thousands of miles, you tend to "break in" the ratchets and pawls in the shifter. After replacing the springs or other parts, there will be a temporary and noticeable difference in the feel of shifting.

Just keep riding and shifting. Eventually it'll get back to how it was before, and a long time, you'll need another rebuild.
