To make a quality consistent quality cell you need technology, automated machines, cleaness.
There will be years and years before China will have three things mentioned above.
As I read on ES forum one in 3 Headway/one of the biggest Lithium cells manufacturer in China/ cells only meets specs.
Guess what happens with all rejected cells? Of course they are built into packs.
