If I remember correctly it was New London Ct. PD refused to hire a man who scored high on the test. He sued and it went to the Ct. supreme court and they ruled that the police department can discriminate against intelligence in hiring.
Unfortunately the police ranks are filled with former high school bullies who are too stupid for college and too lazy to get a job in the trades.
