Don't confuse nominal headset sizes which are by fork steerer diameter, with the inside dimension of head tubes they fit. Obviously the head tube must be bigger than the nominal size to allow for the thickness of the pressed in cups and clearance for the steerer.

Here's a link to a list of standard headset dimensions published by Sheldon Brown. I'm sure your Haro isn't an oddball and matches one of those listed there.
