"standard" locations for rack braze-ons?

I'm building a 650b does-it-all frame and want to make it rack-ready for both front and rear racks. I'll be using M6 hourglass-type braze-ons. Is there a standard distance that these braze-ons should be placed from the dropout? Or do I need to decide on a set of racks now and fit the braze-ons with the rack in place?

Also, any recommendation on a porteur-style front rack? The VO is pretty expensive, I'd like to find something more affordable.
