45 mins on trainer = hour on the road?

So I know this may start a fire storm but recently I heard my "coach" / "captain" of my collegiate cycling team say that 45 mins on the trainer is equal to about an hour of road riding because you can't coast. But I seem to feel like the hills in a real ride are far better / harder then "hills" on a trainer (cranking resistance all the way up).

What do people here think?
