as for health / safety, frostbite on exposed skin can be a real risk so read the windchill charts. also, you want to run things a fair bit on the cold side, for a couple reasons. one, if you sweat that's just going to chill you worse later. two, you can workout harder when the heat is dissipated, or to flip it around if you're a bit cold you'll have to pedal harder to stay warm.

one last thing, learn to keep a close eye on the weather, temps can change rapidly when days are short and the sun/clouds are playing peekaboo.
