It's hard to tell from the pic (a little blurry), but are those "tire levers" really tire levers? They look like they have a couple of screws through them at about the right spacing to line up with the mounting screw holes on a bottle cage. Do they somehow wrap around the frame and one end hooks on the other to make a way to mount the bottle cage?
