big long crescent wrench, oil and hold the fork still if you don't have the thin spanner to fit on the nut under the reflector. You could do this with a 2x4 near the base of the forks.

Note, that crummy reflector serves the function of also being a locknut. When you get it off you will see. Local bike shop should have one of these. You do need one with the little nub.

but don't use the pipe wrench on the nice chrome nut: it will chew it all up!
