They are pre-clipless racing pedals. They take a special toe clip which bolts on by those 3 holes. The "cleats" would be old-style platform cleats which are just to alight the foot.
I've used them but they are not very good. To special purpose for general use but not as effective a racing pedal as clipless.
They probably have some collector-appeal but switch them for std platform/toe clips (such as MKS) or for clipless system.
