I had a Quest that was made of 631. It was labeled as such. At the time, it was their 2nd level steel bike, with the Eclipse being 853.
AFAIK, Jamis has always had a quality product. I think you could be reasonably sure that the bike on ebay is pretty decent steel, better than the lower models. Edit- I see T Mar has the definitive answer.
