That's how I mount mine. I use the same rack trunk and use a Topeak explorer rack. The rack trunk needs to be wiggled off to the side to get the hooks on the rack and keeps the panniers from bouncing off. It's not too hard to mount the panniers without using the velcro, I keep the velcro strips that mount the rack trunk loose enough to give me enough room to slide the panniers onto the rack. A rack with a separate set of rails for pannier mounting would be better (TSL has one of those), but mine works fine with enough slack in the mounting strips for the rack trunk.
