Matt, If your bike has sun-tour components, it is 1994 or earlier. I think that it is probably very close in age to my old '90 Duet, because of the graphics, and the use of the one piece wrap-around chain/seat stays. This gets you pretty close, since they only started to build tandems in 1988. It does look like it was well cared for and lightly ridden, judging by the appearance. These bikes had a very nice "Glasurit" finish applied to them when new. This was a high quality polyurethane paint that proved to be very durable. I found my bike to weigh about 5 or 6 lbs more (with its straight-gauge tubing) than a similar vintage steel Santana, but I was always pleased with the workmanship and finish on it.
