Generally speaking, in a bike like that, just get the widest that will fit your frame. That, in turn, will limit (or not limit) the width of tire you can run.

Unless you have a frame with MTB type spacing in the fork and stays, the widest fender possible in the frame will not be a ridiculous beach cruiser sail/fairing/what-have-you. It will, however, with a snug fit be more prone to stay in place, and offer you the most options for tires, while helping to protect from "side spray".
