That is a pretty dumb ticket, and I'm sure the citing officer felt good about himself when he bragged about it in the locker room at work, but:

keeping up to date with local laws and following them = sure way of not getting hit with a stupid ticket. Cops will do what cops want to do; saw a guy get pulled over in Laramie, WY for riding in the gutter (the cop blocked an active intersection to get him as if he was hauling booty from a ship raid or something...), which I do every day when the bike lane ends on my commute to school. Following local laws would have prevented that though, as well as the purse thing.
